Organizational Setting
The Fisheries and Aquaculture Policy and Resources Division (FIA) is responsible for the ecological, economic, social, institutional, governance and policy aspects of FAO’s activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade;collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture.

The Division is also responsible for FAO’s activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology. It performs these tasks with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels, contributing to the broad goal of sustainable food and agriculture through integrated and cross-sectoral actions.

Reporting Lines
The Fishery Officer reports to the Senior Fishery Officer, and works under the overall guidance of the Head of the Statistics andInformation Branch (FIAS), with the functional oversight of the Chief Statistician (OCS) regarding corporate statistical proceduresand quality assurance.

Technical Focus
Plan and lead the collection, processing, analysis and dissemination of international statistics of capture fishery production.Responsible for capture fisheries related analysis to Departmental/Organizational studies.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Departmental/Divisionprogrammes, projects, products and services in accordance with FAO Strategic Objectives and in alignment with theOrganization’s Gender Policy.

Key Functions
• Plans and leads components of multi-disciplinary teams, leads and/or participates on Organization-wide, cross-departmental committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies.
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services.
• Designs and conducts research, data collection, validation, analysis and/or reporting activities, from a gender perspective, to support the development of technical standards, international instruments, innovative cross-sector approaches, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise.
Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects.
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools.
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings.
• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions
• Plans, coordinates and ensures the timely and accurate collection, calculation and dissemination of global capture fisheries statistics evaluating the quality, representativeness, consistency and completeness of data provided from national and international sources, according to FAO’s Quality criteria and Assurance framework;
• Coordinates and leads the capture production component of Branch’s programme for regional fishery statistical data and their dissemination as per agreed protocols which each concerned FAO RFB, including consideration for FIA’s fishery statistics mainstreaming strategy;
• Provides technical lead in the architectural design and statistical methodology of the FAO capture fisheries statistics, developing appropriate instructions, guidelines and standards and develops and/or improves relevant surveys;
• Promotes the development and exchange of fishery statistical reporting standards including statistical grids and maintenance of maps, with regional and inter-regional fishery organizations and collaborates at CWP activities including through leading working groups;
• Designs and conducts research to explore potential expansion of capture fisheries data to new areas such as value of capture fisheries and production of small-scale fisheries;
• Prepares technical documents for and participates to meeting of FI Statutory Bodies and other organizations as technical resource person;
• Leads systematic reviews of international classifications of fishery species, as ISSCAAP and ASFIS, updating the species list in accordance with the latest confirmed developments in scientific nomenclature assigning taxonomic and other codes, and ensuring that the standard remain fit for serving global policy needs;
• Establishes and promotes liaison and working collaboration with the partners and stakeholders within and outside FAO, including information sharing, knowledge transfer, capacity building, project work and resource mobilization for matters related to capture fisheries statistics, including interpretation and analysis;
• Coordinates the preparation of a variety of technical information, analysis, statistics and reports on capture fisheries for publication and studies and ensures timely uploading of capture fisheries statistics to the online query tool and FishstatJ;
• Provides guidance in the drafting of a revised version of the capture section of the FAO Yearbook of Fishery and Aquaculture Statistics;
• Collaborates and provides technical backstopping in capacity building activities related to quality improvement and availability enhancement of capture fisheries data;
• Performs any other duties related to FIAS’s areas of work.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in biology, fishery science, marine ecology, statistics or related discipline
• Seven years of relevant experience in national or international organizations in the field of collection,compilation, screening for quality, processing analysis and dissemination, preferably in fishery statistics
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic,Chinese, Russian

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience in the compilation, validation and analysis of statistics and in designing, planning and managing statistical work
• Extent and relevance of experience in methodologies and techniques employed in statistical analysis, including in the design of programmes for data processing and analysis and in knowledge of statistical software as SAS,R, STATA or similar
• Good knowledge of national and international statistical sources, with particular reference to capture fisheries
• Demonstrated ability to carry out research and summarize, interpret and communicate findings clearly and concisely both orally and in written, preferably in English, with a track record in autonomously writing papers or reports.
• Extent and relevance of knowledge and understanding of the work of international organizations, regional entities and national statistical services and in providing technical assistance in capacity building in statistics
• Ability to mobilize resources
